Proposed New Multiversity Campus,
Talbot Gateway, Blackpool

Thank you for taking the time to visit this website to find out more about Blackpool Council’s proposal for a new education-led mixed-use development, including a new ‘Multiversity’ higher education campus and commercial office space, on land bound by George Street, Grosvenor Street, Milbourne Street and Cookson Street.

The proposal is being brought forward by Blackpool Council (in partnership with Blackpool and the Fylde College), who welcome you to find out more about the proposed development and to provide your feedback on the emerging plans. 

Blackpool Council received £9m from the Government’s Town Deal in March 2022 to assemble the land for the Multiversity. The Council is speaking with the property owners on the Site to buy their properties and clear the land ready for development. This negotiation is continuing, and all affected property owners should have received a letter of the Council’s intention to buy their property and are encouraged to engage. Once the land is cleared, Blackpool Council has secured £40m in funding from the Government’s Levelling Up Fund to build a sustainable education campus in Blackpool’s Talbot Gateway Central Business District. The Multiversity aims to promote higher-level skills, helping residents in Blackpool secure jobs for the future through providing a high-quality purpose-built educational facility. 
This also expands the impact of the Talbot Gateway on regenerating the area and Blackpool North train station, a strategically important area for the town’s economic regeneration as we make Blackpool better. The Multiversity is intended to bring up to 3,000 staff and students into Blackpool town centre. Along with developments at the Civil Service Hub on East Topping Street, the Holiday Inn on Talbot Road and the already completed developments at Bickerstaffe Square, this is expected to have a very positive impact on the jobs and business opportunities for the local area.

The new Multiversity campus will be a ’beacon of opportunity’ which will aim to inspire lifelong learning and encourage people to upskill throughout their life. New buildings at the site will provide high quality architecture that will respond to its town centre context. The development will bring cutting edge facilities and jobs to Blackpool that will integrate seamlessly into the town centre through the provision of high quality new public realm and landscaping. The spaces between the buildings will form new connections into the town, spaces for users of the buildings and the local community to meet and socialise.

Your Feedback

The next step in the development of the Multiversity is the submission of an outline planning application. This outlines the main use of the site as an educational-led development and sets conditions on the size of the buildings, including its height and footprint.

We are asking for your initial feedback on the plans to turn this Site into an education led development, before we submit the outline planning application. We would then take your views into consideration with a view to submitting the application soon after.

If the outline planning application is approved, a second planning application which would include details like the appearance, layout, traffic and landscaping of the development would follow next year, which you would again be able to comment on.
