Cynigion: Dymchwel strwythurau cyfadeilad pyllau uwchben y ddaear; cadw’n barhaol strwythurau sydd wedi’u halogi ag ymbelydredd o dan y ddaear a sgil-gynhyrchion gwaith dymchwel (gan gynnwys gwastraff dymchwel sydd wedi’i halogi’n ymbelydrol) mewn gwagleoedd o dan y ddaear; a gwaith capio a draenio cysylltiedig.

Mae Avison Young (UK) Limited, sy’n gweithredu ar ran Nuclear Restoration Services Limited, drwy hyn yn rhoi hysbysiad o’r bwriad i wneud cais am ganiatâd cynllunio llawn gan Awdurdod Parc Cenedlaethol Eryri i ddymchwel cyfadeilad pyllau gorsaf Bŵer Trawsfynydd, sy’n cynnwys cyfadeilad o adeiladau cyffiniol yn bennaf (mae rhai ohonynt yn ymestyn o dan y ddaear) sydd wedi’u lleoli rhwng ddau adeilad yr adweithyddion a’r adeilad storio gwastraff lefel ganolraddol (ILW), i lefel y slab sylfaen, mewnlenwi’r gwagleoedd o dan y ddaear, capio’r rhan fwyaf o’i ôl troed, ac addasu’r system ddraenio dŵr wyneb lleol. Mae’r cynigion hefyd yn cynnwys gwaredu rai o strwythurau o dan y ddaear yn barhaol, sydd wedi’u halogi ag ymbelydredd gweddilliol ac sy’n cynnwys defnyddio sgil-gynhyrchion addas sydd wedi’u halogi’n ymbelydrol o waith dymchwel y strwythurau uwchben y ddaear i fewnlewni gwagleoedd diangen.

Roedd yr orsaf bŵer wedi rhoi’r gorau i gynhyrchu trydan yn 1991, a chafodd ei chau’n barhaol yn 1993. Erbyn hyn, mae wrthi'n ymgymryd â gwaith datgomisiynu a rheoli gwastraff. Mae dymchwel cyfadeilad y pyllau yn un o nifer o weithrediadau mawr yn y rhaglen waith aml-ddegawd i ddatgomisiynu safle Trawsfynydd yn llawn. Ar ddiwedd y 1990au a’r 2000au, cafodd y pyllau oeri yng nghyfadeilad y pyllau eu draenio a chafodd llawer o’r halogiad oedd ar eu waliau a’u lloriau mewnol ei dynnu a’i waredu oddi ar y safle.

Mae’n ofynnol i’n cleient, o dan delerau ei drwydded amgylcheddol, bennu a gweithredu’r defnydd o’r llwybrau rheoli gwastraff ymbelydrol gorau posibl neu wedi’u hoptimeiddio – gan gynnwys llwybrau gwaredu. Mae canllawiau a gyhoeddwyd yn ddiweddar gan reoleiddwyr y DU yn mynnu, fel rhan o’r gofyniad optimeiddio cyffredinol, bod yn rhaid i weithredwyr fel ein cleient ystyried yr opsiynau ar gyfer gwaredu rhai gwastraff ymbelydrol lefel isel ar y safle, fel gadael strwythurau halogedig yn barhaol yn y fan a’r lle neu ddefnyddio sgil-gynhyrchion dymchwel addas fel deunydd ôl-lenwi. Yn ogystal â chyflwyno cais am ganiatâd cynllunio, mae ein cleient wedi cyflwyno cais i Cyfoeth Naturiol Cymru am amrywiad (diwygiad) i gynllun amgylcheddol presennol y safle ar gyfer y gwarediadau arfaethedig ar y safle. Bydd y crynodeb annhechnegol o’r cais am drwydded amgylcheddol sydd wedi’i wneud yn cael ei gyflwyno i gefnogi dogfennau’r cais cynllunio er gwybodaeth. Bydd yn helpu i egluro cynnwys y materion sy’n cael eu hystyried gan Cyfoeth Naturiol Cymru fel rhan o’r drefn caniatáu amgylcheddol ar wahân.

PLANNING CONSULTATION

Trawsfynydd Nuclear Power Station, Blaenau Ffestiniog, LL41 4DT

Consultation Start Date: 16th December 2024

Proposals: Demolition of the above ground ponds complex structures; the permanent retention of below-ground radioactively contaminated structures and of demolition arisings (including radioactively contaminated demolition waste) emplaced in below ground voids; and related capping and drainage works.

Avison Young (UK) Limited, acting on behalf of Nuclear Restoration Services Limited, hereby give notice of the intention to apply for full planning permission from Eryri National Park Authority to demolish the Trawsfynydd nuclear power station ponds complex, which comprises a complex of mainly contiguous buildings (some of which extend below-ground) located between the two reactor buildings and the intermediate level waste (ILW) storage building, to ground slab level, infill its below-ground voids, capping of most of its footprint, and modifications to the local surface water drainage. The planned demolition of the above-ground concrete structures of the Ponds Complex will result in a volume of slightly radioactive mainly broken concrete approximately equal to the volume of voids to be infilled. Infilling the voids in this way will be regulated by Natural Resources Wales as a type of on-site disposal of solid radioactive waste termed “disposal for a purpose”. In addition, leaving radioactively contaminated structures in the ground will also be a type of on-site radioactive waste disposal (termed “in situ disposal”).

The Trawsfynydd nuclear power station ceased electricity generation in 1991 and was permanently shut down in 1993 and is currently undergoing decommissioning and waste management operations. The demolition of the ponds complex is just one of several major operations in the multi-decade programme of works to fully decommission the Trawsfynydd site. During the late 1990s and 2000s, the cooling ponds within the ponds complex were drained and much of the contamination on their internal wall and floor surfaces was removed and disposed of off-site.

Our client is required, under the terms of its environmental permit, to determine and implement the use of optimum (and optimised) radioactive waste management (including disposal) routes. Recently published UK regulator guidance requires that, as part of the overarching optimisation requirement, operators like our client must consider the options of on-site disposal of some low level radioactive wastes, such as leaving contaminated structures permanently in-situ or using suitable demolition arisings as backfill material. As well as submitting an application for planning permission regulatory permissions will be required for the proposed works, including a variation (amendment) to the site’s existing Environmental Permit. The non-technical summary of the environmental permit application that has been made will be submitted in support of the planning application documentation for information to assist in clarifying the content of the matters under consideration by Natural Resources Wales as part of the separate environmental permitting regime.
